This is Phase I of a new website created to help you review and analyze a myriad of geographic information about Charleston County. The County GIS Department is in the process of converting all its data to a new and improved format. As part of this, we will be adding color photography to the website. Once the conversion is completed, we will implement Phase II, scheduled for July 1. You should see a dramatic improvement in response time since the new format handles data different internally. Functionally, the system will be the same.
It has been estimated that over 80% of government information is tied to geography. In 1996, the County made a commitment to provide quality geographic data via the Internet. Its first website was implemented in December 1998. Every year, the number of visitors has increased. On a typical day, the GIS website receives an average of 50,000 hits. The hardware and software we had been using was purchased in 1997 and has run its course. The “System Busy” message we all received was a result of our system trying to process over 50,000 hits. Recently, new servers and new software were purchased and work began on creating a new website.
In 2001, the County acquired new aerial photography and in 2004 we supplemented that with updates to certain areas in Charleston, North Charleston, West Ashley, and East of the Cooper. It is from these photos that various ground features were mapped. These features include water, roads, and building footprints. To this, we have added several more layers: municipal boundaries, tax districts, parcels, zoning for the unincorporated County, drainage easements, EMS facilities, fire stations, county boat landings, and libraries.
Before you begin using the website, the County recommends that you
check your screen resolution. To set
your resolution, click on Start>Settings>Control
Panel>Display>Settings. Slide the “Screen Resolution” bar to your
preferred setting, but not less than 1024 x 768. Using a resolution less than
this causes unpredictable results.
On the main screen, you will see an overview map of the County. At the top of the map are twelve icons. By hovering over each icon, you can read its description. The icon on the far right will take you to a Help screen where more detailed information is available. You should go there before you start working on the system.
On the left side of the screen is a box entitled “Layers.” Note the two buttons: one is called “Visible” and the other “Active.” When you click on the Visible button, the associated layer (or map feature) becomes visible as an overlay. Tax Districts, Municipalities, and unincorporated county Zoning are all color-coded so you can only see one at a time. For example, if you have Municipalities visible, you will see various colors that represent the corporate limits of all the municipalities (the white area is the unincorporated County). If you then turn on (by clicking Visible) Tax Districts, the colors will completely overlay those of the Municipality layer.
The Active layer come into play when you want to Identify a map feature. Only one layer can be active at a time. Click the radio button (the round one) for the layer you want to identify, then click the Identify icon, then click on the active feature. For example, if parcels are the active layer, you can click anywhere on a parcel and you will get the CAMA data associated with it, plus, the parcel identified will be shaded so you don’t lose your place.
At the bottom of the screen are three tabs from which you can do a search either by TMS (tax map number) property address, or owner’s name. When searching by address, do not enter the suffix (St, Ave, Blvd, etc.). When searching by owner’s name, you can enter the last name, then a space, then the first name. The system will look for an exact match of the characters entered so unless you’re positive of the way the name was entered into CAMA, you should leave out the first name.
When you hit the enter key, a small window pops up that says either, “Retrieving Data…” or “Retrieving Map…” It is important that you wait until this stops flashing before entering your next request; otherwise, you will receive an error.
